Captain Phyall is a 1984 graduate of Claflin University, where he earned A Bachelor of Science Degree in Education. After graduating from Claflin University, Captain Phyall embarked on a career in law enforcement, where he gained employment at the Berkeley County Sheriff’s Office in 1987, under former Sheriff M.C. Cannon.

 In 1987, Captain Phyall attended and graduated from the Criminal Justice Academy in Columbia, S.C.  For many years, he worked as a road officer achieving the rank of Lieutenant and eventually Uniform Patrol Captain.

 In 2003, Captain Phyall attended the prestigious National FBI Academy in Quantico, Va., where he graduated after 10 weeks of intense training. The experience of attending and graduating from such a prestigious school of training is a once in a life time experience for any officer.

Presently, he is a Captain at the Hill-Finklea Detention Center. He has over 28 years of law enforcement experience with the Berkeley County Sheriff’s Office.

 He’s married to Thelma Phyall, who is employed at Berkeley Electric Cooperatives.
